Vizhinjam Logistics Park: New 20 Acre Site Near Amaravila

Vizhinjam Logistics Park: New 20 Acre Site Near Amaravila

Vizhinjam’s expansion requires logistics infrastructure beyond its marine terminal. Vizhinjam International Seaport Ltd (VISL) has identified around 20 acres near Amaravila, south of Udiyankulangara, for the proposed Central Warehousing Corporation (CWC) logistics park and warehouse. Lower population density and proximity to a railway line make the parcel a potential alternative, subject to further assessment and approvals.

Amaravila Site and Earlier Proposal

The new location follows opposition to an earlier site near the railway bridge at Udiyankulangara, where residents reportedly claimed around 500 houses were located in and around the project area and raised displacement concerns. An action council was formed, prompting authorities to consider land farther south.

Key details of the proposals include:

  • CWC: Kerala granted in principle approval in early 2026 for logistics park proposals from CWC and Container Corporation of India (CONCOR). In February, VISL was authorised to negotiate long term land leases and sign non binding memoranda of understanding, subject to further government approval.
  • Land requirement: CWC had earlier sought up to 50 acres at Amaravila beside the railway line. The newly identified parcel covers approximately 20 acres, and its relationship to the original requirement remains unclear.
  • Development arrangement: VISL was expected to acquire and lease the land, while CWC would develop the facility and secure statutory approvals.
  • CONCOR: Its separate proposal covers approximately 25 acres at Kottukal near the port.

The 20-acre site identification is a planning development, not confirmation that land acquisition or construction has been authorised.

VISL’s Role and the Wider Logistics Network

VISL is wholly owned by the Kerala government and is responsible for implementing the port project. Its remit includes land procurement, external infrastructure, monitoring obligations under the concession agreement, and facilitating logistics centres, free trade zones and warehousing facilities.

The proposed CWC facility would support storage, cargo handling and movement, complementing the marine terminal’s container operations.

VISL’s broader logistics programme includes:

  • Multimodal logistics parks, inland container depots and container freight stations.
  • Free trade warehousing zones, cold chain facilities and truck terminals.
  • Memoranda of understanding announced with Indian Oil Corporation, CONCOR and CWC.

The programme supports Vizhinjam’s ambition to expand beyond transshipment into export import gateway cargo. VISL’s business plan targets growth in annual gateway volumes from 150,000 to 1.5 million TEUs over ten years. These are targets and planned facilities, not completed infrastructure or guaranteed cargo volumes.

Port Expansion and the Road Ahead

Vizhinjam began Phase I commercial operations on 3 December 2024. The integrated Phase II, III and IV expansion was formally launched in January 2026, with an investment of approximately ₹7,398 crore.

The expansion includes a two-kilometre container berth, a 3.88-kilometre breakwater and additional container yards created through reclamation. Completion is targeted for December 2028, with planned annual handling capacity of up to 5.7 million TEUs.The Amaravila assessment is part of the separate effort to strengthen the port’s hinterland logistics network.
